The Executive Director designated by the Board, upon the recommendation of the Secretary of Health, shall administer the Board and the Curable Catastrophic Illnesses Services Fund, pursuant to the norms and regulations established by the Board. The Regulations adopted by the Board shall require the approval of the Secretary of Health.
