Tex. Transp. Code § 441.024

Section 441.024 - Granting or Denying Petition

As soon as practicable after conclusion of the hearing, the commission shall adopt an order:

(1) granting the creation of the district and approving the plan; or

(2) denying the petition and disapproving the plan.
