Section 201.601 - Statewide Transportation Plan(a) The department shall develop a statewide transportation plan covering a period of 24 years that contains all modes of transportation, including: (1) highways and turnpikes;(4) railroads and high-speed railroads; and(a-1) The plan must: (1) contain specific and clearly defined transportation system strategies, long-term transportation goals for the state and measurable targets for each goal, and other related performance measures;(2) identify priority corridors, projects, or areas of the state that are of particular concern to the department in meeting the goals established under Subdivision (1); and(3) contain a participation plan specifying methods for obtaining formal input on the goals and priorities identified under this subsection from:(A) other state agencies;(B) political subdivisions;(C) local transportation entities; and(b) As appropriate, the department and the entities listed in Subsection (a-1)(3) shall enter into a memorandum of understanding relating to the planning of transportation services.(c) The plan must include a component that is not financially constrained and identifies transportation improvements designed to relieve congestion. In developing this component of the plan, the department shall seek opinions and assistance from officials who have local responsibility for modes of transportation listed in Subsection (a).(d) In selecting transportation projects, the department shall consider the transportation system strategies, goals and measurable targets, and other related performance measures established under Subsection (a-1)(1).(e) The department annually shall provide to the lieutenant governor, the speaker of the house of representatives, and the chair of the standing committee of each house of the legislature with primary jurisdiction over transportation issues an analysis of the department's progress in attaining the goals under Subsection (a-1)(1). The department shall make the information under this subsection available on its Internet website.(f) The department shall update the plan every four years or more frequently as necessary.Tex.
