Section 31.041 - Right to Assistance Not Vested(a) The provisions of this chapter providing assistance shall not be construed as vesting a right in the recipient to the assistance.(b) Assistance granted under this chapter is subject to modification or repeal by the legislature, and a recipient has no claim for compensation or otherwise because the law authorizing the assistance is amended or repealed.Tex.
