Section 406.023 - Administration and Enforcement(a) The secretary of state shall adopt rules necessary for the administration and enforcement of this subchapter. The rules must be consistent with the provisions of this subchapter.(b) The secretary of state may employ an investigator to aid in the enforcement of this subchapter.(c) The secretary of state may provide for the appointment of county clerks as deputy custodians for the limited authentication of notary public records deposited in the clerks' offices.Tex.
