(a) The commissioner shall adopt rules necessary for the administration of the bond credit enhancement program under this subchapter.(b) In adopting rules under Subsection (a), the commissioner shall establish an annual deadline by which a school district must pay the debt service on bonds for which credit enhancement is provided under this subchapter.
