The Commonwealth of Pennsylvania does hereby accept the provisions and benefits of the act of Congress, approved the twenty-third day of November, one thousand nine hundred and twenty-one, entitled "An act for the promotion of the welfare and hygiene of maternity and infancy, and for other purposes." All moneys hereafter received by the Treasurer of this Commonwealth from the United States Government, made available by said act or any other act of Congress, for the promotion of sanitation, public health, and health education, preventive medicine, the protection and care of maternity, infancy and old age, and the prevention, treatment, and cure of diseases, now made or to be made, is hereby specifically appropriated to said State Department of Health for such prevention, control, protection, cure, and promotion: Provided, That nothing in this act shall be construed as limiting the right of any person to choose the method of treatment he desires, or as limiting the powers of a parent or guardian, or person standing in loco parentis, to determine what treatment shall be provided for a child.
