Neither the commissioner nor any officer or employe of the department shall, during the term of his office or employment, hold any official position or engage in any employment in any institution whatsoever under the supervision of the department, or be interested, directly or indirectly, in any contract for building, repairing, furnishing, or supplying such institution.
