Section 1461 - Department created; officers, etc

There is hereby created a Department of Public Welfare, to consist of a Commission of Public Welfare, a Commissioner of Public Welfare, a Deputy Commissioner of Public Welfare, and such bureaus, officers, agents, and employés, as are herein or may hereafter be provided.
