Whenever, in the judgment of the superintendent of a youth development center, a committed minor is ready for release, but is in need of continued counseling from the center, the superintendent shall so advise the court. If the court approves, the minor shall be released and the center shall provide counseling to him until the court approves its discontinuance or his discharge.
