For the year one thousand nine hundred and fourteen appropriations shall be made, and taxes and water-rents shall be levied, for the period following the end of the present fiscal year in said cities, to and including the thirty-first day of December; and thereafter all appropriations shall be made, and all taxes and water-rents shall be levied, for the fiscal year provided for in section one hereof.
