The head measurer and his deputies, when weighing grain, shall keep true and accurate accounts of the same, and furnish to buyer and seller a certificate of the weight; and whenever their services may be required by buyer or seller, to weigh grain, the charges therefor shall be no greater than for measuring; and for all grain that a deputy may either measure or weigh, he shall make return to the head measurer.
