Drainage, sewerage, or plumbing work must not be covered or concealed in any manner until after it is inspected and approved by the Board or Bureau of Health. Notice must be given said board or bureau, upon blanks to be furnished by it, when the work is sufficiently advanced for such inspection; when it shall be the duty of the proper officers to inspect the same within three days after receipt of said notice.
