All cities of the first class within this Commonwealth are hereby authorized and empowered to acquire by gift, lease, purchase or condemnation proceedings any land lying within the Commonwealth of Pennsylvania, either within or without such cities, which, in the judgment of the corporate authorities thereof, is necessary and desirable for the purpose of establishing and maintaining municipal hospitals for the care and treatment of the sick or disabled.
