In cities of the first and second classes, all plastering shall be done in accordance with the provisions of this act, and not otherwise; that is to say: All plastering in dwellings, tenements, apartments, hospitals, schools, and other buildings, when on lath, shall be known as three-coat work; namely, scratch coat, brown coat, and finish.
