The several courts of quarter sessions in this commonwealth shall have power in all proceedings therein for the opening or vacating of roads, streets or highways, or for the assessment of damages for the opening or widening of the same, to make such orders for the payment of the costs in each proceeding as to the said court shall seem just and proper.
