All projects, lands, and other property of the commission are hereby declared to be public property devoted to an essential public and governmental function and purpose. The provisions of section 9 of P.L. 1978, c.1 (C.5:10-35) and section 18 of P.L. 1971, c.137 (C.5:10-18) shall be applicable to all projects, lands, and other property of the commission.
