The Commissioner of Education, in consultation with the Department of Children and Families, shall promulgate rules pursuant to the "Administrative Procedure Act," P.L. 1968, c.410 (C.52:14B-1 et seq.), to effectuate the provisions of this act and P.L. 2017, c. 83. The rules shall identify those facilities that qualify as transitional living facilities, homeless shelters, or domestic violence shelters.
