N.H. Rev. Stat. § 378:48

The commission shall adopt rules, pursuant to RSA 541-A, and consistent with rules regarding cramming adopted by the Federal Communications Commission and the Federal Energy Regulatory Commission, to enforce the provisions of this subdivision.
