P.R. Laws tit. 2, § 656
The Superintendent shall have the following powers, in addition to those vested in him by this chapter:
(a) To establish the internal organization of the Superintendent’s office, and to plan, direct, and supervise its operation.
(b) To prepare a working plan for the integral development of the Capitol, by stages, including an inventory of its needs, and a schedule for the performance of the work requiring immediate action.
(c) To make the planning and development of the Capitol Building feasible in coordination with other governmental agencies.
(d) In coordination with the Presidents representing their corresponding Legislative Bodies, he shall acquire, by title, real estate property and rights over said property in any legal way, including, but not limited to, acquisition by purchase, either by agreement or by the exercise of the power of forcible expropriation, by bequest, legacy, or donation, to possess and preserve in the name of the Government of Puerto Rico, for the use, enjoyment, and benefit of the Legislature.
To these effects, all the real estate property and all the rights or interests over it that the Superintendent, with the approval of the Presidents of the Senate and the House of Representatives, considers necessary to acquire to carry out his objectives and purposes, are hereby declared of public use, so that they may be expropriated for the use and benefit of the Legislature without being subject to the requirement of being previously declared of public use.
(e) To prepare regulations to be submitted for the approval of the Senate President and House Speaker in coordination with the Legislative Service Office for the preparation of contracts, other documents or any legal or financial matter, including the evaluation of proposals.
(f) To accept and receive donations, or any other kind of aid, in money, property, or services, from persons or private institutions, with the previous consent of the Presidents of both Houses, and to administer it according to the terms of the donation and of the law.
(g) To request and obtain from the Government of the United States, the states of the Union, the Commonwealth Government of Puerto Rico, or any of its agencies, public corporations, or political subdivisions, any aid in money, property, or services, for the purposes of this chapter, with the previous authorization of the Presidents of both Houses, pursuant to applicable legislation, regulations, agreements, or contracts.
(h) To render an annual report to the Senate President and the House Speaker, before the beginning of each regular session.
