Each legislator shall be entitled to an allowance which shall not exceed two thousand five hundred dollars ($2,500) per year to defray the cost of telephone calls made from any part of the Island outside of the Capitol. Once the limit of the allowance and the transfer of items established in § 36 of this title has been covered, the cost of the calls made from outside the Capitol by any member of the Legislature in excess of said amount shall be reported to the Secretary of the Treasury by the secretary or official with authority of the corresponding body and the former shall deduct such cost from any subsequent payment to be made to said legislator on any account.
