Any contractor, subcontractor or other person performing any public work of the Commonwealth government or of any municipality of Puerto Rico, violating the provisions of § 291 of this title, shall be deemed guilty of [a] misdemeanor, and upon conviction shall be fined a sum not to exceed twenty-five dollars ($25) or confined in jail for a term of not more than twenty-five (25) days, or shall suffer both penalties.
