The Secretary of Labor and Human Resources is hereby expressly authorized to transfer from time to time to a special savings account those amounts that in his judgment are not immediately required to be delivered to the workers or employees, and to incur expenses necessary for publishing the names and addresses of unlocated claimants and any other requirement needed for the administration of §§ 1—4a of this title. Provided, That at no time and under no circumstance shall the aggregate amounts thus transferred be more than seventy-five percent (75%) of the total sum collected under the custody of the Secretary of Labor and Human Resources.
