A public corporation to be known as the “Center for Diabetes Research, Education and Medical Services”, henceforth “Center”, is hereby created by this chapter. This Center, to be directed by a Board of Directors, shall function as an independent entity separate from any other agency or instrumentality of the Government of Puerto Rico.
