(a) Pending prosecutions for any violation of law or parts of laws repealed by this chapter occurring prior to the effective date of this act shall continue to be prosecuted under the law in force at the time of the occurrence of said violation. If the violation for which said person has been accused is similar to those included in this chapter, the penalties herein provided shall apply, if lesser than the penalties under the previous legislation.
(b) Civil seizures or forfeitures and injunctive proceedings commenced prior to the effective date of this act shall not be affected by the repeals made hereunder.
(c) All administrative proceedings pending before the Secretary of Health or before the Secretary of the Treasury on the date of effectiveness of this act shall be continued and brought to final determination in accord with laws and regulations in effect prior to the effective date of this act.
Those drugs and substances which were under control or regulation prior to the effective date of this act, which are not listed in any of the five schedules, shall automatically be controlled without further proceedings, and shall be listed in the appropriate schedule.
