The appropriation of necessary funds for the operation of this division shall hereafter be made in the General Budget Act; meanwhile the sum of five thousand dollars ($5,000) is hereby appropriated from any available funds, which sum the Secretary of the Treasury shall place at the disposal of the Police Superintendent.
