(a) The Board shall grant a rehabilitation counselor’s license without examination, to any person who files an application for the license before September 1, 1977, provided said candidate proves that he meets the requirements set forth in subsections (a), (b) and (c) of § 2656 of this title.
(b) The Board shall grant a rehabilitation counselor’s license without examination to any person who has begun studies to obtain a master’s degree or professional diploma in rehabilitation counseling not later than August 1976, provided such studies are completed within a term not to exceed four (4) years and that the candidate proves that he meets the requirements set forth in subsections (a), (b) and (c) of said § 2656 of this title.
