The agencies may carry out inspections to ensure compliance with the laws and regulations they administer and the resolutions, orders and authorizations they issue without a prior order for inspection and search, in the following cases:
(a) In case of emergencies or which affect the public health or safety;
(b) under the power of licensing, concession of franchises, permits or other similar matters;
(c) in cases in which the information is visually obtainable or merely by observation in public places.
