Two (2) or more agencies may approve joint regulations under the laws that they administer respectively in those cases in which the services to the citizenry merit it.
Two (2) heads of the agencies concerned shall jointly designate the examining official or examining panel that shall be in charge of the regulating procedure who shall render a single report addressed to all the heads of agencies concerned.
