The Commission shall constitute an Individual Administrator subject to the provisions of this chapter, and shall develop and implement personnel regulations that incorporate and protect the merit principle. The personnel of the Commission shall be excluded from the provisions of the Public Service Labor Relations Act, §§ 1451 et seq. of this title.
