P.R. Laws tit. 3, § 703b
The Governor shall regulate all matters regarding the granting and enjoyment of leave and the amount of the final compensation payments including the payment to the beneficiaries in case of death, to the officials designated by the Governor, with the exception of the members of the Judiciary, the district attorneys, prosecutors and registrars of deeds. To the effects of the final compensation payment including the payment to the beneficiaries in case of death, [sic] which shall never exceed the equivalent of six (6) months salary. The Governor shall take into consideration, among others, factors such as the needs of the service, duration of the term in office, and the fiscal status of the government agency or entity, the nature of the functions performed, and the credits for accrued vacation leave from previous Government employment but not taken upon transferring to positions by designation of the Governor. Those officials designated by the Governor who served for a term of less than a quadrennium, shall receive a final compensation as authorized by §§ 703—703e of this title, which shall not exceed two (2) months per each year of service, up to a maximum of six (6) months. Those persons who receive a final compensation payment pursuant to the provisions of §§ 703—703e of this title, shall be bound to reimburse the amount so received if, due to acts that took place during the exercise of their public office, they are convicted for crimes of misappropriation, embezzlement or theft of public funds; crimes against the public treasury or public office, as typified in the Penal Code of 1974.
The Presidents of both Legislative Bodies shall regulate matters pertinent to officials and employees of the Legislature with regard to the granting and enjoyment of leave, and such matters concerning the payment of the final compensation shall be adjusted according to the provisions of § 733 of this title.
