The following terms used in this chapter shall have the meaning established hereinbelow:
(a) Taxes. — shall mean the inheritance tax, estate tax, including interest, surcharges and penalties thereupon, imposed by the Commonwealth of Puerto Rico.
(b) Fair market value. — shall mean the appraised value at a free trade level between men, under which the property in question is considered.
