The Mercantile Register shall be public. The Registrar shall furnish to those who apply therefore such information relative to the matter entered on the record of each merchant or partnership, as may be desired. Likewise, he shall issue literal certified copies of the whole or part of the aforesaid record to such persons as may make written application therefor.
