P.R. Laws tit. 4, § 246
The appropriations carried in the Operating Budget of the Commonwealth of Puerto Rico for paying annuities granted prior to the date of effectiveness of this act to members of the Judiciary who may become a part of the System created by §§ 233—246 of this title, or to the beneficiaries thereof, shall be covered into the fund of the Judiciary Retirement System of the Commonwealth of Puerto Rico. The System shall administer the said annuities.
In case there are no funds in the System for meeting the obligations thereof, payments shall be made chargeable to the general funds of the Treasury of Puerto Rico, and the Secretary of the Treasury shall pay to the System the said sums as certified by the Administrator.
