All the functions, duties and powers assigned to the Isolated Communities Commission, created by §§ 651—659 of Title 23, are hereby transferred to the Corporation; and all its assets, both personal and real, as well as the obligations contracted, its files, personnel, and funds and balances of funds heretofore or hereafter appropriated to fulfill the purposes of the said sections are hereby transferred to the Corporation. The Corporation shall continue to develop those activities or programs necessary to improve the standard of living of those isolated communities of Puerto Rico which have not partaken adequately of the economic progress of Puerto Rico.
