All shipments of species of wild mammals, wild birds and fishes, also including mollusks and crustaceans, amphibians, reptiles, microorganisms, insects, and their eggs or progeny, which have been expressly prohibited through §§ 1601 et seq. of this title or by the Secretary of the Department of Agriculture must be promptly returned or destroyed, and charged to the importer or consignee.
