(1) Program. — Means the Fishing Promotion, Development and Administration Program of the Department of Agriculture.
(2) Fishing resource. — Means every plant or animal life form that lives in the sea, lakes, lagoons, rivers that can be caught by humans for sale and consumption.
(3) Aquaculture. — Means the cultivation of aquatic plants and animals under controlled conditions in fresh, salt or brackish water, using scientific and technical methods.
(4) Mariculture. — Means the cultivation of aquatic plants and animals under controlled conditions in salt or brackish water.
(5) Fishing industry. — Means any activity comprised in the areas of aquaculture, mariculture, fish breeding or fishing by commercial or artisanal fishermen of any sea or lacustrine product, and/or the processing or industrialization of aquatic plants and animals.
(6) Council. — Means the Fishing and Aquaculture Industry Council.
