The creation of the Registry of Quota Transactions is hereby [provided] for milk producers in Puerto Rico. Said registry shall be under the custody of the Office of the Milk Industry Regulation Administrator of Puerto Rico. Its main official shall be its Administrator, who shall be empowered to delegate his functions upon those employees and subordinates he deems necessary.
