(a) The Company shall foster, by such means as it may deem most desirable, the development and expansion of cooperative enterprises by helping them promote, initiate, and maintain in operation all kinds of economic activities.
(b) It may participate in activities tending to the development of cooperative enterprises, either solely on its account or through adequate participation with private or governmental entities, or through investments by third parties in undertakings of the Company.
(c) It shall direct its work program toward achieving that the cooperative development of Puerto Rico be attained in as much an integrated manner as possible with the growth of the Puerto Rican community.
