Every gamecock’s owner, breeder or particular person who is proven to have applied any kind of ointment or other substance on the head or any other part of the body of a cock, with the intent of deceiving or preventing a legal fight, shall not thereafter be permitted to register any more cocks, or otherwise intervene in duly registered cockpits. Provided, That before the beginning of a fight, every gamecock shall be washed by the registration judge and the pit judge with adequate solutions to be determined by the Sports and Recreation Department.
