Section 14-28-1-18 - Easements and rights-of-way(a) This section applies to real property:(1) for which the state has the custody, management, possession, or control; and(2) in which the state has a right, a title, or an interest.(b) The state may, with the written approval of the governor, give, grant, and convey to any person:(3) the right and privilege; to construct, erect, maintain, operate, and use any works or structures in connection with flood control or water resources on and in the real property.
