The Department of Education, in collaboration with the Labor Department, shall administer the Pipeline for Connecticut's Future program. Under the program, the department shall (1) assist local and regional boards of education in enhancing existing partnerships or establishing new partnerships with providers of child care services, early childhood education programs or mental health services, as well as any additional fields such as manufacturing, computer programming or the culinary arts, and one or more local businesses, to offer a pathways program (A) that assists students in (i) obtaining occupational licenses, (ii) participating in apprenticeship opportunities, and (iii) gaining immediate job skills, (B) that provides (i) industry-specific class time and cooperative work placements, (ii) on-site and apprenticeship training, and (iii) course credit and occupational licenses to students upon completion, and (C) that may lead to a diploma, credential, certificate or license upon graduation in early child care, education or mental health services, and any additional fields, such as manufacturing, computer programming or the culinary arts, and (2) provide incentives to local and regional boards of education for establishing such partnerships.
