The governor shall annually set apart November the tenth, the anniversary of the founding of the United States Marine Corps, as United States Marine Corps Day, in recognition of the distinguished patriotic services rendered by said organization, and by the citizens of the commonwealth who so gallantly served, and shall issue a proclamation recommending that the day be observed by the people in the display of the flag and by appropriate exercises in the public schools and elsewhere, commemorative of the services and sacrifices of the men of the commonwealth who have served and will serve in the defense of the United States.
