Section 386 - Visitation; inspection and supervision1. The board or the department is authorized to visit, in its discretion, any minor under the age of twenty-one years committed, placed out or boarded out and not legally adopted or in the custody of a legal guardian.2. The board or the department is authorized to visit, in its discretion, any home or place where a child or children are received, boarded or kept under a license or certificate whether or not such children are maintained as public charges.
