(a) Purpose. This chapter is promulgated to: (1) promote consistency in the exercise of sound discretion by board members in licensure and disciplinary matters;(2) provide guidance for board members for the resolution of potentially contested matters; and(3) provide guidance as to the types of conduct that constitute violations of the Medical Practice Act (the "Act") or board rules.(b) Authority. Pursuant to §§ 164.001 - 164.103, the Board may adopt rules relating to its disciplinary authority to take action against a licensee.22 Tex. Admin. Code § 190.1
