Section 302.7 - Tuition scholarships and waivers

The following policy of tuition scholarships and tuition waivers shall become effective with respect to the 1987-88 academic year and thereafter.

(a) For purposes of this section the term tuition scholarshipshall refer to the reduction, in whole or in part, of the outstanding tuition obligation of eligible students.
(b)
(1) Tuition scholarships. A tuition scholarship for up to full tuition for an academic term may be awarded by the chief administrative officer or a duly designated representative at any State-operated unit of State University for any enrolled graduate student holding an appointment at that unit as a fellow or intern.
(2) A tuition scholarship for up to full tuition for an academic term may be awarded by the chief administrative officer or a duly designated representative at any State-operated unit of State University for any enrolled graduate student who qualifies on the basis of merit pursuant to guidelines established by the chancellor, or designee.
(3) A tuition scholarship for up to full tuition for an academic term may be awarded by the chief administrative officer or a duly designated representative at any State-operated unit of State University for a full-time student who is a resident of the State of New York, regularly enrolled in a degree-granting graduate or professional program, based upon the demonstrated financial need of such a student, where the student has been initially determined to be eligible or otherwise meets the income eligibility requirements for a maximum tuition assistance program (TAP) award according to articles 13 and 14 of the Education Law.
(4) A tuition scholarship for up to full tuition for an academic term may be awarded by the chief administrative officer or a duly designated representative at any State-operated unit of State University for a full-time student enrolled in an undergraduate program who is designated as an Honors Scholar pursuant to guidelines established by the chancellor or a designee.
(5) A tuition scholarship for up to full tuition, including charges authorized by section 302.13 of this Part, for an academic term may be awarded by the chief administrative officer or a duly designated representative at any State-operated unit of State University for a full-time student who is a resident of the State of New York regularly enrolled in a post-baccalaureate program, provided such student is:
(i) certified as having been enrolled in the Education Opportunity Program (EOP), Higher Education Opportunity Program (HEOP), or Search for Education, Elevation and Knowledge (SEEK) program as an undergraduate; or
(ii) determined to be "economically disadvantaged" pursuant to the economic criteria for undergraduate student participation in the Education Opportunity Program.

For purposes of this paragraph, the term post-baccalaureate program shall include degree-granting and certificate graduate and professional programs.

(c) Students described in subdivision (b) of this section who are eligible for New York State tuition assistance program awards must apply for these benefits. The amount of tuition scholarship for which a student may be eligible will be determined by the amount by which the tuition for the program of instruction in which the student is enrolled exceeds the amount, if any, which the student is entitled to receive under the tuition assistance program and any tuition paid or payable under the terms of any grant or contract.
(d) Tuition waivers.
(1) A maximum of eight credit hours of tuition a term may be waived by the chief administrative officer or a duly designated representative at any State-operated unit of State University for any person providing service for the university in a capacity such as the following:
(i) a critic or supervising teacher cooperating in an education or teacher preparation curriculum;
(ii) an agency supervisor of field work for students enrolled in a social work curriculum;
(iii) a substitute for a critic or supervising teacher when the original recipient relinquishes a valid certificate of tuition waiver to the school system through which it was issued; such substitute to be designated from the professional staff of the system by its chief administrative officer.
(2) A maximum of six credit hours of tuition a term may be waived by the chief administrative officer or a duly designated representative at any State-operated unit of State University for any person who is a part-time faculty member employed in any State-operated unit of State University.
(3) Tuition and fees may be waived as student charges in relation to programs for which the university receives reimbursement or payment from some third-party equivalent to the total direct cost of such program.
