Section 145-6.4 - Regents professional opportunity scholarships

(a) Eligibility. A student who is enrolled in an approved program of study which is licensure-qualifying in any of the professions licensed by the Regents, or which leads to a degree in the field of law, and who meets the eligibility criteria specified in subdivision (11) of section 605 of the Education Law, including status as economically disadvantaged and/or membership in an underrepresented minority group, shall be eligible for a scholarship pursuant to this section.

(1) Underrepresented minority. For purposes of this program, underrepresented minoritiesinclude residents of New York State or permanent resident aliens residing in New York State who are black, Hispanic, American Indian or Alaskan native.

(b) Allocation of scholarships. Regents professional opportunity scholarships will be allocated annually by the commissioner among the professions or other fields designated in subdivision (a) of this section.

(c) Commencement of service requirement. No award shall be made unless the applicant has agreed to enter into a service agreement in which he agrees to commence employment in the appropriate profession or field, within New York State, upon the conclusion of professional study. For purposes of this program, employment in a profession shall mean practice in such programs as defined in section 145-6.1(4), (5) or (6) of this Subpart. Each such service agreement shall specify the time and circumstances under which service shall begin.

(d) For purposes of Education Law, section 679(2), a program of study normally requiring more than four years to complete shall mean a five-year program as defined in section 145-2.7(a) of this Subpart.
