After receipt and review of the application and after the State Hospital Review and Planning Council and local health systems agency have had an opportunity to submit their recommendations, as required, the commissioner shall make his determination. If the application is approved, the applicant shall be notified that he is to proceed to implement the project in accordance with the application, the assurances given, the approval granted and the requirements of this Chapter.
