N.J. Admin. Code § 7:25-19.4

The following words and terms, when used in this subchapter, shall have the following meanings unless the context clearly indicates otherwise:
"Commissioner" means the Commissioner of Environmental Protection.
"Division" means the Division of Fish and Wildlife.
"Seed oysters" means all oysters planted on the beds listed at 7:25-19.1.
