N.J. Admin. Code § 5:30-13.1

The following words, as used in this subchapter, shall have the following meanings:
"Board" means the financial review board, created pursuant to 52:27D-118.3 0a for a municipality.
"Municipality" means a local unit whose fiscal condition is determined by the Director, the Local Finance Board and the State Legislature to be distressed and in need of special State oversight.
